Like foundation, concealer is best applied with fingers. The heat of your skin warms it, so you can literally mold it onto the face.
Everyone needs concealer. I like to apply it with the top of the ring finger (it's the weakest and, therefore, gentlest finger to use on the skin) and blend it with a Flat Concealer Brush. Start with a minimal amount, especially on blemishes, and gradually build up coverage for the most natural and least noticeable effect.
Only apply concealer where you need it. Pull your chin toward your chest and look up, then apply concealer only where the skintone appears darker. Avoid placing concealer under the entire eye, as it could create a heavy-looking effect. –Jane Richardson, International Makeup Stylist
